DARPA's Futuristic Brain Implant Will Restore Lost Memories [VIDEO]

DARPA is working on a project to create a brain implant for soldiers that can restore memories lost due to head injuries. The implant would be placed inside a soldier's brain to record memories as they happen, and in the case of brain injury, the implant would basically do a system restore and give the memories back.
Sounds too science fiction? Sounds similar to this concept here below?
The project it titled RAM (Restoring Active Memory), and it is currently seeking proposals from companies who specialize in such areas. The project itself is not easy, but some companies are working on brain implants like these to treat Parkinson's disease by sending electrical signals directly into the brain.
Could the technology happen? And if so, could its usage result in being able to learn a new skill like in The Matrix?
