First come, first served! According to the announcement on the company's Google+ post, "anyone in the US can buy the Glass Explorer Edition, as long as we have it on hand."

This early version of the high tech specs will retail for $1,500 USD, and Google hopes to make the full bersion available to the average consumer at a more agreeable price.  For more info, click here.
